當一架國際航班飛越某個國家的領空時,即使沒有在當地降落,也需要支付一筆過境服務費

這筆費用其實是飛航服務費(Air Navigation Service Charges)的一部分,是用來補償該國提供飛航管制服務所需的各項成本。就像開車上高速公路會有過路費,飛機飛越某國領空,也要支付空中的過路費。

例如,一架從東京飛往新加坡的航班,途中飛越台灣的飛航情報區(Taipei FIR),就要向台灣支付這段飛越所產生的過境服務費,即便飛機沒在台灣起降。過境服務費是由航空公司支付給提供飛航服務國家的單位(例如台灣交通部民航局)。

過境服務費收費制度受到國際民航組織(ICAO)的規範,每個國家依據自己的成本結構制定收費標準,並且通常透過 CANSO 或 IATA 等機構進行收費與協調。

各國在計算過境服務費時,有些是根據飛機的最大起飛重量(MTOW)和飛越的航程長度計算,台灣則是不分航線距離與飛機大小,採「每航班一次性收費」模式。
 
台北飛航情報區,涵蓋範圍包括整個台灣本島及周邊海空域,是東亞區域空中交通的重要節點。
目前每架飛機飛越台北飛航情報區,一次性收費新台幣 13,500 元,與鄰近國家比較,台灣的費率在亞洲屬於中間水平。

What Is a Flight Information Region (FIR) Overflight Charge?

When an international flight passes through a country's airspace without landing there, it still needs to pay an overflight charge.

This fee is part of what's called Air Navigation Service Charges. It's used to cover the cost of air traffic control services provided by that country. Think of it like a toll on a highway, but in the sky, airlines pay to use the airspace.

For example, a flight from Tokyo to Singapore that flies over the Taipei Flight Information Region (Taipei FIR) must pay Taiwan an overflight fee, even if it doesn’t land there. This fee is paid by the airline to the country’s air navigation service provider, such as Taiwan’s Civil Aeronautics Administration.

Why Do Airlines Pay Overflight Charges?
Because every flight that enters a country’s airspace is supported by air traffic services, which involve real costs, such as:
  • Route guidance and radar monitoring
  • Aeronautical and weather information
  • Flight sequencing and altitude allocation
  • Communication and emergency assistance
These fees follow international guidelines set by the International Civil Aviation Organization (ICAO). Each country sets its own pricing based on cost structures and often works with organizations like CANSO or IATA to manage collection and coordination.

How Are These Fees Calculated?
Some countries charge based on the aircraft’s Maximum Takeoff Weight (MTOW) and the distance flown over their airspace. However, Taiwan uses a flat-rate system, charging the same fee for each flight regardless of aircraft size or route length.

The Taipei FIR covers all of Taiwan’s main island and nearby airspace. It is a key hub in East Asia's air traffic network.

Currently, the flat-rate overflight charge for flying through the Taipei FIR is NT$13,500 per flight. Compared to nearby countries, Taiwan’s rate is considered mid-range in Asia.
